The present invention relates to an apparatus for removing fluoride in the water and a method for removing fluoride in the water using the same. The apparatus comprises: (a) a fluoride removal tank in which a fluoride remover and an alkaline substance are supplied after influent water is introduced, and fluoride contained in the influent water is removed; (b) a seed supply tank for supplying a seed to enhance the fluoride removal reaction efficiency of the fluoride removal tank; and (c) a cavitation device which receives the seed from the seed supply tank and activates the seed so as to resupply the activated seed to the seed supply tank.
