According to an embodiment of the present invention, a device to detect a scour phenomenon and a method to detect a scour phenomenon by using the same are capable of detecting a spot of a scour phenomenon and investigating detail information by measuring a water flow and a floor surface underwater, and reducing time required for detection by using a plurality of scour phenomenon detecting devices. According to an embodiment, the device includes a body, an operating part, and a detecting part. The detecting part includes a flow velocity sensor and an echoic sensor. The method includes a step of preparing the scour phenomenon detecting devices, and identifying positions between the scour phenomenon detecting devices in real time in order to prevent a collision; and a step of making the scour phenomenon detecting devices stay away from each other when a distance between the scour phenomenon detecting devices is within a preset safety distance.
