An image encoding and decoding method and device, the method comprising: dividing an encoding block into L micro-blocks, L being a preset number of micro-blocks; determining a displacement vector between the micro-blocks and a reference micro-block in a preset reconstructed pixel sample value set, the displacement vector being the vector between the pixel location of the reference micro-block in a preset pixel coordinate system and the pixel location of the micro-block; encoding the displacement vector and writing the displacement vector into a code stream. The method and device of the present invention solve the problems in the relevant art of inefficient image compression and decompression during image encoding and decoding.
