The present invention relates to a non-oriented electrical steel plate composition, a method for manufacturing a non-oriented electrical steel plate product and a non-oriented electrical steel plate product. The present invention can provide a non-oriented electrical steel plate composition comprising a first composition including a water-soluble epoxy resin and SiO2, TiO2, ZnO or a combination thereof as inorganic nanoparticles; and H3PO4, NaOH or a combination thereof as an inorganic additive, wherein the inorganic nanoparticles are substituted for a terminal substitution group of the water-soluble epoxy resin, and the epoxy resin is a multifunctional epoxy resin having three or more epoxy groups.
