PROBLEM TO BE SOLVED: To provide a cement composition containing a burned product (cement clinker) using waste or the like as a part of a raw material and excellent in flowability of mortar or the like and strength development. ! SOLUTION: There is provided a cement composition containing a ground product of a burned product manufactured by using at least one of waste and generation soil as a part of a raw material and having hydraulic modulus (H.M.) of 2.0 to 2.4, silica modulus (S.M.) of 1.9 to 2.4, iron modulus (I.M.) of 1.3 to 2.0 and content of free lime of over 1.0 mass% and 2.0 mass% or less, and gypsum. !
