PROBLEM TO BE SOLVED: To obtain a hazard monitoring system and a hazard warning terminal which quickly detect an inclination and a degree of damage of a building to warn the risk of collapse and fall of the building. ! SOLUTION: A hazard monitoring system includes: a hazard information alarm unit which determines whether a user is within a high hazard area or not in accordance with high hazard area information indicative of existence areas of buildings which are determined to have a high risk level on the basis of comparison between inclination angles of buildings calculated from position information obtained from positioning signals of a plurality of positioning antenna parts and a preliminarily set reference inclination angle, and user's position calculated by a positioning arithmetic unit; and a display unit which notifies the user of buildings around the user, which have a high risk level, if the user is determined to be within a high hazard area by the hazard information alarm unit. !
