PROBLEM TO BE SOLVED: To provide a shaft seal device capable of suppressing performance degradation.SOLUTION: A shaft seal device includes: a plurality of leaves arranged around a rotary shaft and dividing a space around the rotary shaft into two spaces about an axial direction of the rotary shaft; and a side seal plate arranged on one side of the leaves in the axial direction and having an opposed surface opposed to a side end portion on the one side of the leaves, and at least either each leaf or the side seal plate includes a friction reduction section reducing frictional force between the opposed surface and a surface of the side end portion.
