a state acquiring unit that acquires information indicative of the state of the acquired processing request waiting for the processing from the memory unit, anda state controlling unit that checks the information indicative of the state of the acquired processing request waiting for the processing, and controls whether the processing corresponding to the acquired processing request waiting for the processing is preformed based on a result of checking the information indicative of the state of the acquired processing request waiting for the processing.
