PROBLEM TO BE SOLVED: To discriminate surely and in a short time whether a mobile terminal quickly responds to an output power reduction instruction from a base station or the like.SOLUTION: By continuing a non-response to a transmission signal from a mobile terminal 1 for a fixed period in a step of random access procedures, setting means 23 sets the mobile terminal 1 to a designated value saturation exceeding state where it is predicted that an output designation value within the terminal enters a range exceeding a saturation level. Data transmission designation means 24 and 25 allocate M and N pieces of resource blocks, N being smaller than M, to the mobile terminal 1 in the designation value saturation exceeding state, transmit signals in which data are inserted into the allocated resource blocks, and power of the signal is measured by power measuring means 26. Determination means 27 determines whether a difference of measurements in the numbers M and N of resource blocks is settled within an allowable range that is determined by a ratio of M and N, and discriminates from a result of the determination whether the mobile terminal 1 quickly responds to an output power reduction instruction. |
