PROBLEM TO BE SOLVED: To provide an electric motor which improves adhesion between the electric motor and an attached body to which the electric motor is attached and thereby suppresses abnormal noise, and to provide an electric power steering. ! SOLUTION: An electric motor 21 includes a motor case 41 having a case body 61 and a cylindrical plate 62, and the plate 62 includes a cylindrical part 63 and a flange part 64. An attachment part 65 in which a through hole 65a is formed is provided at the flange part 64. In the electric motor 21, the flange part 64 is attached to a housing 31 by a fastening bolt 69 inserted into the through hole 65a. The flange part 64 has a connection surface 66 which contacts with the housing 31.
