An organic EL panel which is obtained by bonding an organic EL substrate and a color filter substrate with a resin layer being interposed therebetween. The color filter substrate is further provided with a moisture adsorption layer containing magnesium oxide, by means of vapor deposition, on a surface of a color layer, said surface facing the resin layer. The substrate temperature during the vapor deposition of the moisture adsorption layer is 200°C or less.
