Provided are a solid base catalyst having improved activity, and a method and a reactor relating to the same. This solid base catalyst comprises a carbonized material having nitrogen atoms and boron atoms. This method for producing the solid base catalyst includes the following: carbonizing a starting material comprising an organic substance; (a) and/or (b), where (a) involves using the starting material having nitrogen atoms and/or boron atoms and (b) involves doping with nitrogen atoms and/or boron atoms during the carbonization; and obtaining a solid base catalyst comprising a carbonized material having nitrogen atoms and boron atoms.
