PROBLEM TO BE SOLVED: To reduce operation cost and provide cloud service with high quality.SOLUTION: The virtual resource management device comprises: a reception part; a first specification part; a second specification part; and a request part. The reception part receives a creation request of a virtual resource. The first specification part refers to information indicating a software which can be operated at a physical appliance, and then specifies a physical appliance which can operate the software being used by the created virtual resource. The second specification part refers to physical appliance information in which physical resource capacities which the physical appliance has, and a physical resource capacity which is allocated to the virtual resource among the physical resource capacities are corresponded to each other, and specifies the physical appliance having the physical resource capacity capable of creating a new virtual resource. The request part designates the physical appliance which was specified by both of the first and second specification parts, and requests creation of the virtual resource whose creation request was received. |
