摘要 PROBLEM TO BE SOLVED: To prevent generation of a pseudo contour while preventing an information quantity of an encoded image from being increased.SOLUTION: A calculation part 32 calculates pixel average values and pixel variation degrees of an encoding object block and a neighboring block. On the basis of the pixel variation degrees of the encoding object block and the neighboring block, a pseudo contour generation determination part 34 determines whether a pseudo contour generation condition is satisfied. The pseudo contour generation condition is a condition that the pixel variation degrees of the encoding object block and the neighboring block are less than a first threshold value and a differential absolute value of the pixel average values of the encoding object block and the neighboring block is larger than 0 and smaller than a second threshold value. In the case where the pseudo contour generation condition is satisfied, an orthogonal transformation quantization part 18 quantizes a predictive error image indicating a differential between an image of the encoding object block and a predictive image of the encoding object block that is encoded by intra-screen predictive encoding, with a quantization parameter smaller than a preset quantization parameter. The preset quantization parameter is preset in accordance with a target bit rate.
