PROBLEM TO BE SOLVED: To achieve a new running curve creation. ! SOLUTION: A plurality of running curve candidates are created by applying, to a target running curve, a combination of different brake notches to each of brake curve parts 15 and 16 for changing. Then, among a plurality of the created running curve candidates, a candidate with the least power consumption is determined to be an energy-saving running curve on the target running curve. Reverse curves which are velocity curves as if they extend in a direction opposite to a traveling direction from each of the end points of the brake curve parts 15 and 16 so as to reach the end points by traveling with "brake of brake notches which are change candidates" are generated, and running curve candidates are created by updating the target running curve based on the reverse curves. !
