Programmable low voltage DC pumping apparatus is configured to transfer fluid including applications related to cisterns, rain barrels, rainwater harvesting, greenhouses and gardens, and includes a pump; a watertight housing configured to receive and contain the pump therein; and a watertight integrated programmable timer that is configured to mount on an outside portion of the watertight housing so as to also be weather resistant. The watertight integrated programmable timer is also configured to respond to user inputs containing information about user programmable timer functionality related to turning the pump on and off on different days of a week and at different times for each day of the week; and provide signaling to turn the pump on and off on the different days of the week and at the different times for each day of the week.
