PROBLEM TO BE SOLVED: To prevent a building evaluation failure from being incurred by congestion of a network in a communication system which transmits a measurement result of a sensor installed in a building over the network in the building and is capable of evaluating a state of the building on the basis of the measurement result.SOLUTION: A management apparatus in a communication system capable of evaluating the state of a building on the basis of a measurement result of a sensor that is installed in the building and capable of communicating with a radio base station includes: a communication information acquisition part for acquiring communication environment information about a communication environment in the communication system; and a communication control part that performs processing for changing a communication operation of a radio terminal device capable of communicating with a radio base station device on the basis of the communication environment information acquired by the communication information acquisition part in a state where a communication partner of the sensor and a communication partner of the radio terminal device are the same radio base station device.
