PROBLEM TO BE SOLVED: To provide a charging device and charging system capable of performing charging depending on a usage form.SOLUTION: A charging device 10 includes an environmental load index display unit 13 for displaying a plurality of usage start time candidates with respect to an on-vehicle battery 21, with environmental load indices including charging time environmental load indices showing the magnitude of an environmental load generated in generating power required for charging the on-vehicle battery 21 according to the respective usage start time candidates. Specifically, a charging schedule and charging time environmental load index corresponding to each usage start time candidate are calculated and displayed, on the basis of necessary charging time needed for charging the on-vehicle battery 21 from the present power storage amount to a predetermined power storage amount and charging time environmental load indices by time zone. When any usage start time candidate is input to a departure time input unit 14 as usage start time; a charging control unit 11 charges, depending on the input usage start time, the on-vehicle battery 21 with power supplied from an external power supply 30. |
