PROBLEM TO BE SOLVED: To control accurately a constituent concentration of molten steel in a desired value. ! SOLUTION: A multistage stratified analysis unit 11a classifies data about yields of auxiliary materials in several groups based on operational conditions with a regression tree model by executing a multistage stratified analysis for operating performance data. A yield calculation unit 11b calculates the yields of the auxiliary materials in an operational condition for the calculation using the operating performance data including data about the yields classified in group corresponding to a target operational condition to calculate the yield of the auxiliary material. An auxiliary material charge calculation unit 11c calculates a charge of the auxiliary material necessary to adjust a constituent concentration of molten steel in a converter in a desired value when converter blowing is performed in the operational condition for the calculation using the calculated yield of the auxiliary material. !
