Provided is a nanofiltration or a reverse osmosis membrane made of a hard carbon film, the nanofiltration or a reverse osmosis membrane exhibiting oil resistance and enabling efficient separation of not only ions in water but also dye molecules in an organic solvent. Also provided are a filtering filter, a two-layer-bonded-type filtering filter, and methods for manufacturing the same. This is achieved by using a nanofiltration or a reverse osmosis membrane (10) made of a hard carbon film, the nanofiltration or a reverse osmosis membrane being characterized in being made of a hard carbon film, having a thickness t10 of 5-300 nm, and having a maximum pore diameter of less than 0.86 nm.
