<p>An OLT (1) comprises: an ONU management unit (11) that manages information indicating whether an OAM discovery sequence, an encrypted sequence and an authentication sequence are necessary for each of a plurality of ONUs (2); a first mode operation unit (121) that processes MPCP discovery sequences for establishing MPCP links to ONUs (2) to which no links have been established; a second mode operation unit (122) that successively processes MPCP discovery sequences for all of the ONUs (2) and thereafter processes, on the basis of the information managed by the ONU management unit (11), the necessary sequences for each of the ONUs (2); and a mode transition unit (123) that causes, on the basis of the information managed by the ONU management unit (11), one of the first and second mode operation units (121, 122) to operate.</p> |
