摘要 PROBLEM TO BE SOLVED: To provide a conductive substrate, which can effectively prevent light reflection by a conductive metal contained in a conductive layer even when the thickness of a blackened layer is reduced, and a touch panel and an electromagnetic shield, which are provided with the conductive substrate.SOLUTION: A conductive substrate 1 comprises conductive layers 3 that are deposited on at least one surface of a transparent substrate 2 by a thin film formation method and formed by being patterned in a predetermined pattern. The conductive layers 3 are composed of a conductive metal layer 4, a blackened layer 5, and a blackening supporting layer 6 that is sandwiched between the conductive metal layer 4 and the blackened layer 5 and made of a material different from the one used for the blackened layer 5. The blackening supporting layer 6 is configured to reduce an optical reflectance, when the conductive metal layer 4 is positioned lower than the blackening supporting layer, to a level lower than an optical reflectance of the conductive metal layer 4 in a predetermined wavelength range.
