The purpose of the present invention is to produce an electromagnetic steel sheet having an insulating coating film attached thereto, which has an excellent punching property and excellent adhesiveness. An electromagnetic steel sheet having an insulating coating film attached thereto, which comprises an electromagnetic steel sheet and an insulating coating film formed on the electromagnetic steel sheet, said electromagnetic steel sheet being characterized in that the insulating coating film contains Si and Fe, the deposition amount of Si in terms of SiO2 content is 50 to 99% relative to the total deposition amount in the insulating coating film, and the ratio of the content of Fe to the content of Si (i.e., Fe/Si) in the insulating coating film is 0.01 to 0.6 by mole. It is preferred that the insulating coating film contains an organic resin and/or a lubricant and the ratio of the deposition amount of the organic resin and/or the lubricant in terms of C content to the sum total of the deposition amount of Fe in terms of Fe2O3 content and the deposition amount of Si in terms of SiO2 content (i.e., C (organic resin + lubricant)/(Fe2O3 + SiO2)) is 0.05 to 0.8.
