PROBLEM TO BE SOLVED: To suppress a developer from leaking to the outside from the vicinity of both ends of a blade. ! SOLUTION: A developing device (developing cartridge 9) includes: a housing 94 for accommodating a developer; a brush roller that includes a shaft part and a roller body having a plurality of fibers implanted on the outer peripheral surface; a blade 92 in a plate-like shape that extends in the axial direction of the roller body to be in contact with the plurality of fibers, where an end edge in the axial direction of the blade is arranged outside with respect to an end face in the axial direction of the roller body; support members 100 that are arranged respectively on both sides in the axial direction of the roller body to support the shaft part of the brush roller; and first seal members (blade seal member 320) that are respectively arranged between the support members 100 and both ends in the axial direction of the blade 92. !
