PROBLEM TO BE SOLVED: To provide a method for safely producing a uniform solid catalyst containing a constituent elemental metal of a metal compound without using an organic solvent or a special device, which improves the hydrophilicity of the metal compound having poor hydrophilicity without using an anion which is a catalyst poison or an acid which is difficult to handle. ! SOLUTION: There is provided a method for producing a solid catalyst which comprises; a step 1 of combining a hardly water-soluble metal compound and an amino acid in a water to obtain an aqueous solution or an aqueous dispersion of the composite; a step 2 of bringing the aqueous solution or the aqueous dispersion into contact with an inorganic carrier to obtain a mixture; and a step 3 of drying or baking the mixture. !
