<p>The present invention relates to a clean toilet seat cover to allow users to use it by taking out a toilet-seat-shaped paper sheet from an existing toilet lid. The purpose of the present invention is to solve problems of inconvenience for users who are relieving themselves in an uncomfortable position without properly sitting on the toilet because of the dirty toilet in a public restroom. An existing toilet in the restroom of a public institution or a department store is covered with plastic to be automatically rolled with the push of a button. The clean toilet seat cover enables users to feel pleasant in a public restroom and can be used in a sanitary manner, thereby improving the utilization and having a bright prospect, although the existing toilet incurs electricity consumption and great expenses as it has to automatically roll and is often out of order and unfit for use. In addition to this, the clean toilet seat cover is easy to clean up after use and is easy to use so that anyone can use the clean toilet seat cover.
