PROBLEM TO BE SOLVED: To provide a radio communications system that contributes to reduce instantaneous interruption time of communication accompanying handover, a base station, a network management device, a handover control method, and a program.SOLUTION: The base station totals a radio link index per cell pair accompanying handover of a mobile station and transmits statistical information on the totaled radio link index to a network management device at a predetermined period set in advance. The network management device detects a cell pair whose radio quality is reduced below a predetermined value within a predetermined period set in advance on the basis of the statistical information on the radio link index reported from the base station.
