PROBLEM TO BE SOLVED: To provide a communication management device capable of reducing power consumption of a client.SOLUTION: A communication unit 31 receives, from an allocation device for allocating identification information on a network to a communication device: allocation identification information that is identification information allocated to the communication device; connection information indicating that connection with the communication device is established; and disconnection information indicating that the connection with the communication device is broken. A management unit 33 generates connection state information indicating the connection state between the communication device and network on the basis of the connection information and disconnection information, and notifies a service providing device, which provides service to the communication device, of the connection state information and allocation identification information.
