PROBLEM TO BE SOLVED: To provide a technology for bringing a portable terminal close to a collection device which collects information via a wide-area radio line when the collection device collects information from a transmitter which transmits information via a short-range radio line via the portable terminal.SOLUTION: A collected information acquisition part 2020 acquires collected information. A collected information transmission part 2040 transmits the collected information to a portable terminal 3000. A collected information reception part 3020 receives the collected information from an information transmitter 2000. A collected information transmission part 3040 transmits the collected information to a collection device 4000. A collected information reception part 4020 receives the collected information from the portable terminal 3000. A relay detection part 5020 detects that the portable terminal 3000 has received or transmitted the collected information. A privilege application part 5040 applies a privilege to the portable terminal 3000 when the replay detection part 5020 detects that the portable terminal 3000 has received or transmitted the collected information.
