PROBLEM TO BE SOLVED: To provide a two-component developer that includes a carrier that prevents the fusion of resin fine particles detached from the surface of toner base particles to maintain good charge stability. ! SOLUTION: There is provided a two-component developer including a capsule toner in which resin fine particles are coated on the surface of a toner base particle and a coat carrier in which a carrier coating layer is formed on the surface of a carrier core material particle, where the carrier coating layer has fine projections formed thereon. !
