PROBLEM TO BE SOLVED: To provide a conductive transparent base material having flexibility and heat resistance and also having high transparency, a circuit module, a light emission panel, a touch panel and a solar panel having the conductive transparent base material, and a method for producing a transparent wiring board.SOLUTION: Provided is a conductive transparent base material 1 comprising: a fluorine resin base material 2 in which the light transmissivity at a wavelength of 600 nm in the thickness of 50 μm is 85% or higher, and essentially consisting of a fluorine resin; and a modified layer 3 formed at least on a region in the surface of the fluorine resin base material 2. The modified layer 3 includes a siloxane bond and a functional group other than the siloxane, also, the contact angle between the surface of the modified layer 3 and pure water is 90° or lower, and at least a part of the surface of the modified layer 3 is provided with a conductor layer 4A with a network structure.
