PROBLEM TO BE SOLVED: To provide a flash steam generator rationally designed to be adaptable to an instantaneous increase in a drain amount in upstream-side steam utilization equipment. ! SOLUTION: A recovery line 3 is provided with a bypass line 6 connecting a recovery line and a discharge line 5 while bypassing a flash tank 2, the bypass line is provided with a bypass valve 61 opening and closing the bypass line, a discharge line is provided with a discharge valve 51 of which an opening is controlled on the basis of a water level of the flash tank, control means is constituted to control the opening of the discharge valve when a water level of the flash tank detected by water level detecting means 21 is within a prescribed range. A first warning value A1 over the prescribed range, is set to the water level of the flash tank, and the control means fully opens the bypass valve when the water level of the flash tank detected by the water level detecting means is the first warning value A1 or more. !
