An intumescent flame retardant comprising at least one of: 1. A compound of Formula 1 where M is at least one of melamine, morpholine, piperazine, piperidine, alkyl hydroxyl and a triazine polymer of Formula 2 where D is a heterocyclic or polyamine moiety, and m and n are independently integers the sum (m+n) of which is less than 1000, and 2. A piperazine phosphate.;
