PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that suppresses a photo-memory phenomenon, a method for manufacturing the photoreceptor, and an electrophotographic device and a process cartridge having the electrophotographic photoreceptor.SOLUTION: The electrophotographic photoreceptor has a photosensitive layer containing a hydroxygallium phthalocyanine crystal that shows peaks of Bragg angle 2θ±0.2° at 7.0°, 16.6°, 20.8°, and 26.9° in CuKαcharacteristic X-ray diffraction.
