PROBLEM TO BE SOLVED: To provide an NiO/Ni reference electrode capable of obtaining a stable reference electrode potential for a long time, ensuring a simple structure, and changing to be compatible with a measurement environment. ! SOLUTION: A molten glass 2 in a high-temperature state is contained and held in a heat-resistant container 1 constituted by an alumina crucible or the like. Lower portions of an action electrode 3, a counter electrode 4, and an NiO/Ni reference electrode 9 are immersed in the molten glass 2. A predetermined quantity of a reference electrode glass 6 that is in a molten state and that is constituted by a glass in which nickel oxide (NiO) is dissolved or contained is loaded into a half-closed tube 5 formed out of a high-temperature conductive material.
