Disclosed are a method and an apparatus for determining a context model of a transform coefficient level in entropy encoding and decoding. The apparatus and the method for determining the context model obtain a context set index (ctxset) based on color component information of a transform unit, location of a current sub set, and whether an effective transform coefficient having a value greater than a first threshold value exists in prior subset; and obtain context offset (c1) based on the length of the transform coefficient having a prior continuous value of one. And, context index (ctxidx) for entropy encoding and decoding of a first threshold value flag based on the obtained context set index and context offset is determined.
