<p><P>PROBLEM TO BE SOLVED: To provide an internal combustion engine control device that can quickly restart the internal combustion engine by adjusting a piston position during automatic stop to a proper position. <P>SOLUTION: A throttle valve 13 is adjusted to a target opening degree, which is an opened state compared to when it is fully closed after fuel injection from a fuel injection valve 4 is stopped in order to automatically stope the internal combustion engine 1. In a cylinder that becomes an intake stroke when engine rotation is stopped by the automatic stop as the target opening degree is set to be closer to the opened state, a piston 6 is stopped at the position closer to an intake upper dead point.
