The present invention relates to a driving torque generating device for driving a pair of motors and a motor driving system including the same. The driving torque generating device for driving a pair of motors according to one aspect of the present invention comprises: a parameter setting unit which stores parameter values showing a physical characteristic of a moving body which is driven by a pair of motors capable of providing power to left and right wheels; and a driving torque generating unit which classifies a first component which is an input for one direction between biaxial directions and a second component which is an input for the other direction as the inputs to drive the moving body. The driving torque generating unit generates and outputs torque to control a pair of motors capable of providing power to each of the left and right wheels included in the moving body by applying the first and second components and the parameter values to a torque equation which is predetermined by the synthesis of a driving force component and a turning force component.
