a determination unit to determine at least one monitoring station measuring a wireless signal, which is transmitted by the wireless station and which causes interference to another system, out of plural wireless stations of a wireless communication system to which the wireless station belongs, wherein the determination unit determines at least one wireless station, whose permissible transmit power satisfying a protection condition against interference is smaller than one of another wireless station or is smaller than a predetermined threshold value, as the monitoring station out of the plural wireless stations.
