Disclosed are a protocol converter for providing an intelligent data arbitration function and a method thereof. According to the present invention, the protocol converter for providing an intelligent data arbitration function comprises: a first protocol data scheduler for collecting first data from a network server in a first network; a first protocol data memory for storing the collected first data; a first protocol interpretation and request process portion for bringing corresponding data stored in advance from a second protocol data memory and providing a network client in the first network if receiving a data request from the network client in the first network; a second protocol data scheduler for collecting second data from the network server in a second network; the second protocol data memory for storing the collected second data; and a second protocol interpretation and request process portion for bringing corresponding data stored in advance from the first protocol data memory and providing the network client in the second network if receiving a data request from the network client in the second network.
