<p>A system and method of determining network resource congestion includes identifying a contribution of each resource in a target cluster, which contribution is a cluster's resource contribution weight. Next, for each cell in the cluster the usage of its resources are identified. Finally, the congestion probability is determined for each cell based on the cluster's resource contribution weights and the cell's resource usage.</p> |
