By generating an iodine radical which is an active oxidant using periodate and an iron-based bimetallic catalyst, the iodine radical enables water pollutants within the range of neutral pH to be oxidatively decomposed. Therefore, the present invention has an advantage of reducing costs as acidification and neutralization facilities that the existing technology has are unnecessary. Moreover, as the present invention is capable of removing the water pollutants using a relatively small amount of the iron-based bimetallic catalyst, the injection concentration of a catalyst is reduced, thereby saving the costs.
