The present invention comprises a communications network connection unit that links with sensors through heterogeneous networks; an Internet network connection unit that communicates with the terminals; a control unit that separates application services after receiving specific information data measured and collected by sensors through the communications network connection unit and links the communications network customized to application services; and a processing unit that converts the data measured and collected by the sensors into data to transmit to terminals through the Internet network connection unit.
