A first current-shutoff means (21) that shuts off current inputted from power-supply-voltage input terminals (11) connected to an AC power supply (1) if said current exceeds a predetermined threshold is constructed, as is a second current-shutoff means that shuts off current outputted from the first current-shutoff means (21) if the voltage inputted from the power-supply-voltage input terminals (11) exceeds a predetermined threshold. The first current-shutoff means (21) comprises the following: a current-shutoff element (42) provided on a current path leading from the power-supply-voltage input terminals (11) to DC output terminals (13); and a resistance (43) whereby current that has passed through said current-shutoff element (42) is drawn towards ground.
