Disclosed in an embodiment of the present invention are a transmitting method compatible with high order modulation and low order modulation, and a device. A base station stores a first high order modulation mapping table supporting high order modulation and a first low order modulation mapping table supporting low order modulation, and receives capability level information sent by a user equipment (UE); according to the capability level information sent by the UE, the base station determines a first modulation mapping table used to communicate with the UE; according to the modulation mapping table, the base station determines an index of modulation code schedule (IMCS) used by the UE to determine a modulation code schedule (MCS); and the base station sends the IMCS to the UE. The technical solution provided in the embodiment enables a base station to compatibly provide service for the UE supporting or not supporting 256 quadrature amplitude modulation (QAM), thus solving the problem in the prior art of base station incompatibility.
