An encoding device in accordance with the present invention comprises the following: a current area memory which stores the current area; an exploratory area memory which stores the exploratory area; an internal area processing unit which estimates a first movement vector in accordance with multiple coding units pre-designated for the internal area out of the current area; an edge area processing unit which estimates a second movement vector in accordance with one of coding units regarding an edge area out of the current area; and an encoding unit which encodes the current area by using the first movement vector and the second movement vector.
