The present invention discloses a method and a device of providing a virtual network service based on the network-as-a-service (NaaS) platform and underlay network. The steps by which the virtual network service is provided by a virtual network service providing device are as follows: a step to receive a network service configuration request; a step to generate a service profile including action information for the network service configuration in accordance with the request; and a step to configure the network service by linking at least one network control device controlling each of the network domains with a wide area network controller which controls the WAN connected with at least one network domain, based on the service profile.
