The present invention relates to a metal material with an improved low temperature property, and a manufacturing method thereof. The metal material can be used in low temperatures as the metal material induces a ductile fracture due to an increase in fracture toughness at low temperatures. According to an embodiment of the present invention, the metal material with an improved low temperature property has at least one notch recessed on the surface and one or more micro-cracks crossing the notch in a width direction processed on a lower end of the notch.
