Provided are a medical tool and phototherapeutic device provided with light scattering bodies for radiating light to a portion to receive treatment, and an electrode for measuring electric potential, it being possible for a single device to perform treatment by light radiation and measurement of electric potential. A medical tool (30) is inserted into the body of a subject, and treatment is performed on a portion to receive treatment by radiating light thereon. The invention is provided with a distal portion (44t) having a long distal-portion outer wall provided with a long tube (41) and electrodes (49T, 49R) exposed on the outer surface of the tube (41), and long light scattering bodies (44, 45) inserted into the distal-portion outer wall. The distal portion (44t) is provided with a light transmittance equalizing means (49h) for equalizing light transmittance in the lengthwise direction of the distal-portion outer wall.
