An objective of the present invention is to provide a common push notification system for a plurality of applications, and to appropriately limit push notifications to a user who is to receive a push notification according to a dynamically changing user state. Provided is a push notification management device comprising: a user information registration means for acquiring, in association with an application program and a user, attribute values of the user for a plurality of attributes which are defined by the provider of the application program, and retaining the same as user information; and a push notification request means for, when a push notification request containing information specifying an application program and a condition for the attribute values is accepted, extracting corresponding users from the user information, generating a list of destination information for those users, and sending a push notification request containing the list to a cloud server.
